Is B2B cold email legal in Croatia?
For a named person at a company the answer is not verified yet. For a generic address such as info@: yes, without prior consent.

Article 50(1) of the Electronic Communications Act requires the end user's prior consent for marketing email, but paragraph 4 says that rule does not apply to marketing sent to legal persons. Paragraph 3 applies to everyone: the sender's identity must not be hidden, and every email needs a valid address or number where the recipient can ask, free of charge, to stop.
What you have to do
- Do not hide or misrepresent who the email is from
- Give a valid email address or number where the recipient can ask you to stop, free of charge
- Existing customers: allowed for your own similar products if they could object free of charge at collection and in every message
The law does not say whether an email to a named employee at a company address counts as communication to the legal person. I did not find regulator guidance on this, so that case is marked as not verified.
