Is B2B cold email legal in Norway?

No, not without prior consent when you write to a named person at a company. For a generic address such as info@: yes, without prior consent.

Section 15 of the Marketing Control Act bans electronic marketing to natural persons without prior consent. Legal persons are not covered by the ban. The preparatory works say employees should also be protected from individually addressed marketing email at work.

What you have to do

  • Without consent, write only to a company's general address
  • Treat a named employee's address as a natural person's and get consent
  • Existing customers: allowed for your own goods or services if they can opt out easily and free of charge when the address is collected and in later messages

The reading for named work addresses comes from the preparatory works, not from the wording of section 15. The Consumer Authority's guidance could not be opened during this check.
